Any time the government knows your personal business it can be used against you, but I won't go into that because this is primarily the foot in the door to implement universal ID to access the internet.
Once they have the tech in place, it would be simple to expand it to include all online activity.

Spot on.
4 percent of the world's population, but only produces around 1.5 percent of its carbon emissions.
If the US was only doing its part, that second figure would be the same as the first.
In fact, due to the law of diminishing returns, the amount of effort we are putting into reducing our own meager pollution is beginning to run up against the very-real wall of the laws of physics, and, eventually, we will reach a point where it will take more energy to reduce emissions that the carbon produced to do so would meet or exceed that conserved.

tl;dr: This isn't an us problem. We did our part, now others need to do theirs.

Indeed.
If they were truly serious about making renewable energy viable, they would be pushing storage as much as they would generation.

They came close when they suggested to use EV's as ad hoc storage, but the additional strain from that would degrade the batteries' useful life, raising the cost for the consumer beyond what was already ridiculous (or, perhaps that is the objective: to shift the liability burden to the property owner (and in the process, encourage them to give up personal vehicle ownership, too.))

I think you're on to something, though.
I've been places where they're holding giveaways, and I've noticed that as soon as the one or two blacks realize what's going on, the phones whip up to their ears, as if by reflex, and they're on the horn to all their kin.
It doesn't take long before the place is swarming, and every one of them is doing the same thing: calling more of their kind.
