You've got a rifle scope screw cranked down and loctited is my guess. They're usually T-15 (ie, torx drive size 15), but that looks like a T-10 or smaller. Consult with the factory on what they suggest. Heat (torch/open flame) will beat (ie, break down) blue/red loctite, but will it also cause destruction of the base object? The mfg would know.

I don't need to call anyone. I'll just hit it with the heat gun and the impact driver. And it's a fixed front backup iron sight, rail mounted. You were pretty close though.

@OP you should strip personal metadata from photos before uploading them.

Also, try heat on the threads, that can help a fair bit.

Also, if you are on Windows, before uploading, you can right click on the image -> properties -> details -> "Remove Properties and Personal Information" link -> remove all properties
