The Rosgvardiya (Russian National Guard) includes the Internal Troops of the Ministry of Affairs, the SOB and other "special forces" internal police units, Akhmat Special Forces and the Chechen National Guard, and ALL military formations that exist outside of the "traditional" Ministry of Defense, including volunteer groups. The Rosgvardiya answers directly to President Putin, not to the Ministry of Defense.
