Your description of the public as sub-intelligent is correct. This is why no one has 'done anything' in the past, why no one is doing anything now, and why it simply continues on despite the mooing and stamping of hooves from the herd.
Watched a 90s movie with a coked up charlie sheen called 'the arrival' the other day. Shapeshifting aliens had come to earth appearing as humans, and were developing 'alternative energy' sources "because of" climate change. Turned out they're actually terraforming earth to make it as hot as their planet. Sheen confronts one of them and says he knows their plans. The alien just shook his fake human head and said: "you don't even know the half of it."
Not sure if the movie was intentionally an inside joke on us, but the metaphor seemed blatant.

We don't. People intentionally go to places like that to be exploited. Very few people accidently find themselves living in NYC, much less riding a NYC subway.
