Living in places where tornados happen, you are still pretty unlikely to even see one in person. When they do happen it is a condensed form of natural violence. Meaning that they aren't really that wide, and their track isn't usually all that long. While there is no warning, it has come and gone quickly. And, unless you are right along it's track, you're almost certainly ok. Many times they just tear up some farm fields
Compare that to hurricanes, and floods, and wildfires and earthquakes. All of those can destroy wide areas. A couple of them can take a week or more to happen or clean up.
Tornados are much easier to live around than all of that other shit.
A city near you has a population of feral cats. You probably know someone who lives in that city. That person can point you at the feral cats(so you don't kidnap someone's pet outdoor cat). Boom done. For instance I could get you a half dozen feral cats in an afternoon. But you don't live near me.
That keeping it caged for a week sounds like a good idea too.
I think they would leave small numbers of their men to rule over at least some of the cities they pillaged. I don't know that I would call that admin. Just a few dudes to terrorize the people more.
