If you build zero permanent structures or even a road, and issue no coin, whatever you built, wasn't an Empire.

People like to say the Mongolian empire was the biggest empire in history, but neglect to also say that it was almost completely empty and much of it was uninhabitable.

If you think about it every empire is defined by who controls an area, not by who builds on it. It is the surfs who build everything and the farmers who work the land. But when a new ruler takes over they are all considered part of that new kingdom. Nothing changed except who collects the tax.

You are right, although you don't understand the specifics. It's about Wild Fields and how it was just copy-pasted into past so that people wouldn't learn about how white people were enslaved by ottoman and their arab auxiliaries like crimean tatars.

I never understood why they call it a mongol empire either. They have some measurement saying it lasted only 80 years, which is nothing for ancient times and someone said they administered it to me before, but I find no evidence of that

I think they would leave small numbers of their men to rule over at least some of the cities they pillaged. I don't know that I would call that admin. Just a few dudes to terrorize the people more.

For a proper empire, don't you have to start out w a nation or a city state that you actually run, and then you go conquering your neighbors?

I agree. What they had was a mobile networked army of thieves and mass murderers who were nomadic. They had no concept of permanence and were never interested in creating anything of the sort.
