If you think about it every empire is defined by who controls an area, not by who builds on it. It is the surfs who build everything and the farmers who work the land. But when a new ruler takes over they are all considered part of that new kingdom. Nothing changed except who collects the tax.

I never understood why they call it a mongol empire either. They have some measurement saying it lasted only 80 years, which is nothing for ancient times and someone said they administered it to me before, but I find no evidence of that

I agree. What they had was a mobile networked army of thieves and mass murderers who were nomadic. They had no concept of permanence and were never interested in creating anything of the sort. They were basically parasites, like enormous groups of locusts devouring everything they came in contact with.
