So cutting speed is an economic function on how hard and fast to cut your base metal to get the best tool life and overall maintenance and down time scheduling.

To get optimal life out of the the tool for business profit purposes, you use the numbers provided. Theres nothing stopping you from working outside of that, but if you push things harder theres some consequences. In order to increase feed rate you eventually need more speed to cut the metal or a bigger, more rigid machine.
Increaseing speed or feed creates heat which can create a feedback loop and overheat the tool or load, object depending (bearings get tighter). Machine depending, overloading a spindle can create slippage in the drive or destruction or launching of the part, or all 3. If you're really lucky you can lose fixture.
