I made a panel that stops every hand gun calibre I could throw at it (.22LR, 9mm, .45acp).

Kevlar fabric (commercial, different from the vest material) alternating 45 degrees, laminated with resin in three layers. Two plates of three plies, glued together with silicon caulking.
The caulking absorbs quite a bit of the energy from the bullet. Stops a .45 Black Talon with very little backward deformation.

edit - also has a 1/16th of hardened steel in the front plate.

Not all fiberglass is equal.

It's also impractical
