Ukraine is under (soft) martial law and violent nationalists/ Banderists have taken over and control the streets - literally imprisoning and offing anyone stepping out of line. Russia seems to prefer citizens take their own initiative and pull a reverse coup, sabotage infrastructure and pass on vital intel with little prompting from them.

It amazes me how many resort to 'they must be working for the same side' when one side fights to protect themselves.
