A very similar thing happened in 1980 to the Sunshine Skyway bridge in Tampa Bay. A sudden storm popped up and a freighter hit one of the support piers. I wasn't alive when it happened but lots of people wrote about it and said it was due to heavy wind and rain in the dark early morning hours. I wonder if something similar happened here?

Yeah you do, the harbour at Baltimore is only 15m deep and in the event of a dead ship, aka the one in the video when all the power goes off for 15sec, the standard response is to notify VTS and drop anchor exactly as I described. A shakle of chain is about 27m and you can dump 100m in seconds. In the least, it should slow down the container ship considerably, even at 10T.
