All ports have their own pilots for ship docking, also even if the ship lost power there are supposed to be tug-boats escorting... This event was no accident.

Procedures differ between ports and vary by ship size, it can be normal for a ship to navigate into a bay on its own and only get a tug closer in. I know nothing about the port around Baltimore though.

The collision occurred due to regaining power.

With power lost the ship was already lined up to coast through the channel.

When power was regained black smoke poured from stack (full power to engines?) and clearly the rudder went hard over to starboard.

They dropped the port anchor but it just dragged.

When a ship loses power, it doesn't start turning, it drifts along the same trajectory it was on before power was lost, unless an outside force (wind, current, etc) alters the course of the ship.
