This article confirms it was a prescribed burn.

The fire is now classified as 'Being Held' thanks to helicopter bucketing, fire personnel, and assisting agencies," wrote Parks Canada on Twitter.

So they had to ask for help including helicopters, who pays for that shit?

It also reported that the evacuation order for the Rocky Mountain Resort had been lifted and guests staying at the resort started returning at 9 p.m.

The conference was accomodated at the Rocky Mountain Resort. They had to leave their hotel. Lol.

Parks Canada later added that, "due to an unexpected shift in wind direction and speed, the fire escaped the predetermined boundary

Yeah, that's why you prepare for the wind to go in any direction. Doing something like this, you have to account for everything that can go wrong and either counter it, or be prepared for it.

Down here in my great state of Victoria, we have what is called "cultural burning" - burning the bushland while respecting aboriginal beliefs etcetera.

Not sure if Canada has anything similar, but given who the prime minister I wouldn't be surprised.
