Among other signs of his greatness, Cyrus plays a game in which the other village children crown him king. Cyrus is soon revealed to be alive, and Harpagus suffers a cruel punishment for his disobedience.''

Abraham, the father of the jews was a 'shepherd', so was Moses and David.. All ''great'' figures of the jews were 'shepherds'.
There's also a reference to 'shepherds of Israel' in the bible.
Could the shepherd that raised Cyrus been a jew? Possibly.
