Each Community/Sub on Plebbit sets its own policies for moderation of content / spam. On Lemmy, if there is a malicious instance, you basically have to de-Federate the entire instance and lose all its communities. On Plebbit, you don't have to do blanket bans like that.
Yes, it is a problem. I think people do it because some don't want Free Speech platforms, so they do what they can to bring them into disrepute or have them banned for content. Since adversaries like this are around, it requires vigilance and support from the community to patrol what is posted.
The name is a bit of a joke. It is a portmanteau of Plebian and Reddit and is a jibe at the NPCs on Reddit.
It is a Free Software platform, which is essential for a communications protocol. Plebbit is a protocol and a platform for the protocol (the client/web-interfaces). It suffers neither from centralization, like Talk.lol or Reddit, nor from Decentralization, like Lemmy, where de-Federation is used to censor people. Plebbit is distributed, so anybody who runs the client is supporting the network. Plebbit is strong against Sybil attacks, as it has a challenge for posting. Plebbit does not require infrastructure beyond the clients which people would run themselves, and a name system, currently ENS (Ether Name System). The name system is not hard-coded, and if a better choice becomes available, Plebbit could switch to it. Because of features like these, Plebbit can make Free Speech survivable over the longer term on the internet. That is why I recommend you take a look.
No, US$ 13.67, if you wanted to buy e.g. germ22.eth for a year. Almost half that cost is the gas for the transaction, so you might be better off claiming the domain for several years.
With that, you could create a community on Plebbit (and do other things elsewhere) with the name:
/p/germ22
People on Plebbit could post fan-art of you there, for example.
AppImage is the way forward, better than flatpak or Snaps.
So, I think you have been trying to reach one of the http instances of Plebbit, one of these:
https://plebbitapp.eth.limo/
or
https://plebchan.eth.limo/
And then hopefully you saw something like this:
https://files.catbox.moe/nw6mlb.png
or
https://files.catbox.moe/ath7er.png
It might take a while for the page to load. Plebbit uses IPFS and it takes longer, but work is underway to make it faster.
Notice the green (or red) light next to the community. This indicates whether that community is currently online. If you are testing, try the test sub or politically incorrect.
If you didn't see anything at all, it might be because you have locked down your browser tightly. Try Tor-Browser to visit the site. That works.
If you go to the telegram site, you would probably need Telegram. (The client is Free, but Telegram uses a proprietary, centralized server and requires your phone number.)
There is a spam challenge. The owner of the sub can use whatever spam challenge they like. They can even grant people permission to post without a check.
The figures are low. Most people don't realize that the Plebbit protocol is working already and now work is on tweaking it to make it faster.
Plebbit hasn't really tried to launch yet. The community is waiting for the MVP (Minimal Viable Product) client to be released. So far, there are only a few communities/subs on Plebbit. More would be useful for testing. (It is a drag that there was a sort of landgrab on .eth names, as it is difficult to find a name for a community which hasn't already been bought.)
This place is far more active. Somebody made a based anti-Plebbit, FUD (Fear Uncertainty Doubt) website, if you are curious. It is a pretty cool website!
The solution is to not keep repeating the same mistake: moving from one centralized http platform to another. Gab seems to be doing brilliantly at the moment, but it is centralized and, though it has its own infrastructure, it suffers from the same weakeness. I hope it doesn't go down the drain like the rest of them but it is best to be prudent and find some place with a theoretically strong platform.
I hope you pop in to Plebbit from time-to-time to see how it is progressing and try making a post occasionally. It is a based community.
Thanks. I would like to know more about this. In what way is Talk.lol not Voat? Obviously, the original Voat is gone, but isn't Talk.lol one of the places where the Voat community regrouped?
There are already two web versions, one like Reddit, another more like 4Chan. Another is in the works, Seedit.
It does work, but quite often one needs to redo the post. Once you have been posting on there a bit, the mod for the board will likely remove the need for you to pass CAPTCHAs for actions.
The problem (which Plebbit overcomes) is centralization. With the centralization comes a host of other problems, like bottle-necks, choke-points, authoritarianism, etc.
One of the things that people should know is that communities/subs on Plebbit are created using ENS (Ether Name System). This runs off Ethereum, so it is necessary to purchase an ENS domain to claim a community. Because Ether gas is quite expensive at the moment, that makes the process a bit costly. For example, if you wanted to create:
/p/ImaginaryCastles
You would need to buy: imaginarycastles.eth
Once purchased, you would be able to create e.g. funny.imaginarycastles.eth without charge

I don't know, but I think it has some. Is this meant to be a shibboleth to detect government employees?

Plebbit is a protocol, though there are websites for interacting with the protocol. There is also a Plebbit client.
Goats will be happy to hear about Plebbit and what it can do.

Perhaps you are not aware but Plebbit is not Reddit. Plebbit is an alternative to Reddit. https://files.catbox.moe/m3m6wr.mp4

How does Catbox manage to accomplish this?

Plebbit doesn't host images. Yes, there is an entirely arbitrary capture that can be chosen by the Sub's moderator.

Did you prefer the client, the reddit style web-interface or the 4chan style web interface?

These sites load ok in standard browsers in their ordinary configuration. For example, Firefox (Mozilla) or e.g. Brave Beta (chrome based).
If you are already running IPFS, you might have an ipfs-companion browser extension running in your browser. That might be effecting it.
