Point 2 - exactly. The suspicion is the US wanted Israel to have the material and ultimately go nuclear!

Point 3 - apparently the Inspectors were not trusted by Israel (UN links) and, quite rightly, Israel didn't want its enemies knowing anything about its nuclear weapons.
