Firstly, thank you for your assistance to date. You might recall my monitor would fade. Seems the monitor, not the box/tower, was the problem as I replaced it with an ancient but adequate monitor and no fading...but this f..king pop-up (see attached image) pops up and often stays popped up. Sorry to cuss.
The Internet tells me:
1. Go to Display and turn off auto brightness etc button. There is none. 2. On external Monitors i.e this one, the brightness button is located on the monitor. Can't find it on this one.
There has to be some buttons on there, one may be stuck. You could unplug it and hold the power button down to drain all power, then plug back in and turn on

That does not look like "windows". But monitor.. What is your monitor? The model? They have either a few buttons, or a NIPPLE button, that does everything (press, hold, move it up/down/left/right) all in one button. Once you find it, try to navigate around and disable any "auto/power-savings" options.
I found a button.Pressed it and held it. Up came a sign about auto adjust. The pop up disappeared for a few seconds and came back! But it's something. Thanks.
The above PDF on page 23 shows the osd options. You could try: the menu button > system > reset all. To see if it refreshes the screen. One thing it might be is the resolution <> frequency from windows not fully compatible with your current monitor.. For example your previous one was 75hz and this one operates only on 60hz. So.. If you go into windows desktop > click somewhere empty with right mouse button > display proprieties > you should find the resolution and frequency. We can see in the PDF manual that your model should be 1024x768. The refresh rate says 60/70/75. So you can choose one that your PC can handle. Most likely the 75hz is fine
Oh... I think I got it wrong.. I was focus on the black image saying: full resolution 9mb. Bur you have the brightness pop-up into he background. Now.. It makes sense.. Forget everything I said. Or even others.. Not sure anyone got it.. But I truly believe your problem is physical. One of the buttons is stuck.. If that is the case, you are screwed. You can try to clean it.. For example.. Disconnect from the PC and outlet (monitor).. If you have those aircans that use co2 to push air very fast to clean electronics.. You can try to clean the monitor buttons.. You can also push quite hard each button to try to find out which.. You can also open and try to clean internally with isopropyl alcohol. But all these options are more expensive than buying another cheap monitor.. Sometimes you can get for free in Facebook marketplace. Sorry for wasting your time. Wish you best luck.

The prior monitor would fade and this one has the brightness box
It could be the power saver
Or reset to actory defaults via the monitor menus
