Just to clarify the "article" doesn't mention this is only installed in vehicles of the owners that have been caught speeding a number of times.

Cars already know the current speed limit thanks to GPS. Cars can already control their speeds due to cruise control.

The bill proposes that the two things combine, into a forced limiter.

I work at a body shop and they are making it increasingly more difficult to deal with computer shit. We have the normal equipment, which is expensive as hell, but now we have to take Cadillacs and BMWs to the nearest dealer because the normal equipment doesn't work anymore. Insurance and car companies are racking the fuck up on that scam.
