This isn't true. Have you ever listened to the Frost-Nixon interview? In that interview, Nixon said that what he did wasn't a crime because he, the president, did it. What he did was a crime, but politicians in office commit lots of crimes and don't get a national impeachment inquiry over it.

And, whether or not Nixon ordered it, it was most certainly a crime. Breaking into the democrat convention office to obtain information and documents, and doing it using the resources of the US Federal Government, is most certainly a crime. The actors in that criminal act acknowledge doing the act, and acknowledge that they were doing it for the executive branch. They may have wrongly believed to was being done at the behest of Nixon, but they did do it.
