So your claim is really that the foreknowledge of hell as an eternal punishment for unrepented mortal sin reduces the likelihood that a judicial system swiftly gives someone the death penalty. The logic being that immediate death could send them straight to hell and the Christian ethos is that we should provide every reasonable opportunity to repent.
Does that capture what you trying to say? Earthly timely non-lethal punishment happens all the time, You must only be talking about the death penalty, which by our systems does take a long time from start to finish.
If that's your premise, it's generally true. Even the Catholic Catechism outlines that if it is possible to imprison someone instead of executing them to do so (but if it isn't swift execution is still permissible). Some of the Church fathers rebuked the attempt to use vigilante assassins to kill individuals caught in mortal sin.
If that's your point, you're pointing at a true phenomenon. Do you see this as a bad thing?
