Just like Dresden.
The goal is to make Putin angry / use media to force action.
Because right now what the Russians are doing is winning - and given that its been a while since Ukrainian soldiers died for anything other than, loosing land less quickly, the Ukrainian military is probably close to collapse.
A bit of Russian revenge bombardment of kiev will do wonders for Ukrainian morale and might take some pressure off front line also
Best response would be an extra 50 FAB's dropped on the Frontline - with statement that this is the result of attacks targeting civilians / moscow.
Then even a successful Ukrainian attack on Moscow will only have further demilitarization effects on the front...
After all its easy for those fuckers in kiev to launch attacks on Moscow, cos we pray the price
