requires the quick disbursement of as much as $2 billion owed to contractors for already completed work.

This decision only affects completed work, not future freezes.

It sucks but it's for only work that has already been done.

If the republicans in congress had a pair of testicles they would designate the next 20 + years of the Supreme Court budget to pay for this ruling.
No salaries, no maintenance, no security, no healthcare- nothing.

That's not relevant. If you're contracted to do the job, and do the job regardless what it is, you deserve to get paid for it. The one that needs hanged is the fuckface who wrote the contract and started the program.
