Devil's advocate time: mRNA has been the fusion power of medicine. Scientists have been studying it for decades. If mRNA can be deployed in humans, it would revolutionize medicine. A mRNA vehicle could easily be programmed within a day. I believe it was the Moderna CEO that admitted the covid jab payload was done in one day. It really is promising.

So yes, the vehicle easily could have been in development for a long time waiting for a chance to be used.

Now for the caveat, it still needed adequate testing and that didn't happen. We should have hundreds of mRNA treatments today if the first one was safe. We don't because they're still testing it.
