Then you run into the fact that you would have to add separate plumbing/gas/electrical systems for each unit, which would greatly increase the time and cost required, as these buildings were designed for companies to occupy large swaths of floor space (or entire floors), not be divided up into a bunch of dwellings.
So once you factor in the time and money required to convert these buildings, you'll have more housing stock, but the pricing will end up being retarded in order to make it financially viable for the developer. Meaning it either doesn't happen, or rent is still retarded because it cost a lot of money to convert the building.
And if you were to just divide everything up and let some people not have windows (despite building codes), well, then you're back to the old school rookeries or shit like the megablocks from Judge Dredd. It wouldn't produce that much more residential real estate. Think about it in terms of how much space you occupy. The place you live plus your space at the office. After adjusting you have the same number of people in the country and the same total real estate. So after people ozmos to the newly converted residential space there will be enough for those with office jobs to afford one more cubical in their living space.
Which is fair because you are now having to host work in your living space. Point being that you aren't coming out that much ahead.
