Some do, some don't. 4.5% of the population are natural born psychopaths. Psychopaths aren't the only ones who have no internal self control mechanisms. Some White people are god damned retarded, we've all met some.

Writing everything down into rules so that people know where the lines are is essential any sustainable civilization. High trust societies are not the be-all-end-all of civ. All of our high trust White countries are over run because they end up making soft people. That problem is addressable and we can still have high trust, but not without continuous education, and a lot of blood to start with.
