Article is slightly confusing so to clarify: the algorithm produces the random number, and then you have to physically get that tattoo, it's not just a 'digital tattoo'.

Strange direction to take, it sounds like an utterly retarded idea that no one would do so why propose it unless there's a darker reason behind its push.
