Simply by the fact there are no large scale off the street forced conscriptions as with ukraine, and Russia's 'mobilizations' are overwhelmingly based around volunteers (allegedly up to 20-30 000 a month) with most actual traditional conscription duty being used to fill out reserves and border duty etc.

But more to the point - any Nation would be remiss in the extreme to not take proactive Military personnel procurement measures when faced with the zionist US and globohomo Nato West agitating for the threat of all out escalation on their soil.
