You need a magical ingredient that they took out of laundry detergent a while back... Phosphoric acid... Supposedly it's super bad for the environment, but super safe to drink.
Put your spicy bag in the wash with a tide pod and pour a can of Sprite in with it... The phosphoric acid should dissolve the oleo resin(capsaicin oil) and let it flow away.
Try a 50:50 mix of white vinegar and rubbing alcohol in a spray bottle. We have had fair to good results with bags, purses, etc. Never had to deal with pepper spray, tho. Good luck!
