Simply by him getting such access as an 'insider' suggests to me that this guy was all the way in with what they were doing, and while he was among them likely joined in or at least facilitated ways for them to continue doing what they did.

I'm guessing only after he stopped work in his official capacity did he then take this religious/ spiritual stance - good on him - but ultimately sounds very much like 'now that I've personally finished killing - i now denounce everyone else for what i was a part of'.
