The downvote is the only weapon we have against it and now this place will be even worse off. Let moderators handle it or let the users handle it. I've been around since the digg days. These websites have always been about posting links from different parts of the web. You are right in regards to downvotes being a way to filter quality, and that's what it should be used for. Targeting a user with downvotes isn't voting based on quality though, that is the issue. It's petty bullshit. I also know that 2.5:1, even 4:1 is incredibly generous, unless you are the type to be petty and downvote the user instead of the content, but even then it wouldn't be an issue if you engaged with the site a bit more by upvoting other content/users you do enjoy.

If a user posts nothing but spam, downvoting their posts isn't "targeting a user", it's downvoting spam. If there's a genuine downvoat farm targeting a specific user, as I've experienced in the past, it's your job to deal with it.
