I've been around since the digg days. These websites have always been about posting links from different parts of the web. You are right in regards to downvotes being a way to filter quality, and that's what it should be used for. Targeting a user with downvotes isn't voting based on quality though, that is the issue. It's petty bullshit. I also know that 2.5:1, even 4:1 is incredibly generous, unless you are the type to be petty and downvote the user instead of the content, but even then it wouldn't be an issue if you engaged with the site a bit more by upvoting other content/users you do enjoy.
