If you want advice you need to give more context.

The only thing that's wrong with waiting to date until your 20s is that it gets harder to meet people your age.
I assume she tends to be a shut in? In which case you should encourage her to join groups that she and you have an interest in, and go to those groups with her.
Church, farming, mining, etc. Any type of club will do so long as you're with her and there are men her age there.
