Realistically, you aren't building a bridge from Europe to Africa, you are building a bridge from Morrocco to Spain.
So, whatever tolls collected to pay from the bridge would have to be generated in Morrocco.
And I doubt there's anyone willing to take the financial risk.

Otherwise, cargo ships are cheap and don't require infrastructure.
