Came here to say this. You wrap the yarn around the knobs and it gives you the finger holes. This was proven and women have used these to actually make knitted gloves. There's no mystery at all about these anymore.

Likely something to do with fishing nets! Either manufacturing them or used as weights to get the nets under the water. Also could have been a measuring gauge, like measuring spaghetti or something else.
