I'm currently at one of the Culver's in my area and this kid who can't be older than 13 took my order. WTF. This is illegal.

No it isnt illegal. Thats either their family business or that person is older than you think because you are old and haven't realized it yet. Trust me I get it. I see people and think wow they must be 12 then realize no I'm just a hundred

In my state, there's no minimum age for kids to work if the parent owns the business.
This may not be illegal depending on how the franchise is defined.

I dunno, I know an eighteen year old that looks just like that. Besides that, child labor laws destroyed this country.
