After this civilization cycle, there will be small hotspots of ultra-civilization due to high biological quality. They have to build with stone only(cause they can't trade with shitskins) and that's why the intercycle period sees a lot of stone structures with very complex solutions.

While I think there were certain agricultural and craftsmanship related tech and skill before most (((historians))) would admit, I don't think there were space ships, anti-gravity, and fission power plants.
