AI is constantly monitoring this database in realtime, cross-referencing who is talking, who they are talking to, where those people are, where they live, where they have travelled, what they have bought, when they last went to the bathroom, you name it and they have that data. Even if YOU don't own a device that's listening, somebody you interact with does and you're still being monitored.
That's just the tip of the iceberg. They've got planes, balloons, satellites, and even subatomic particle scanners in antarctica constantly looking for threats against their empire using a wide variety of methods including (but not limited to) visual, thermal, millimeter-wave interferometric object detection and motion tracking, and acoustical phased arrays to hear bird farts in the woods. There's not a leafcutter ant in the Amazon forest they can't see and hear. And when I say "they" I mean the AI algorythms looking for targets.
The amount of surveillance running right now is mind-blowing.
There is no way you can even assemble a force against them without the technology already knowing about it and alerting counter-insurgency measures.
