Now I can't speak for nsw but if a cop hands you a bit of paper telling you you have to give someone this amount of money or go to jail despite knowing you have committed no crime, then that is attempting to obtain financial advantage by menace, which is blackmail.

Uniformed agents of the government did not hand out fines during covid, they committed attempt to blackmail. If the victim paid the fine, the cop and responding department are guilty of ACTUAL blackmail.

TL;DR there is nothing in the crimes or summary offences act that allows for fines in relation to public health. Cops didn't fine anyone, they knew they were illegal and would be thrown out. Because they were fully aware of this they become blackmail attempts.
