Russia is stilling building tanks. Everybody builds drones, but the US has had the advantage over Russia in that area, which is why Russia is relying heavily on Iran for drones.
Russia does have the advantage in hypersonic missiles, but it hasn't exactly won the war in Ukraine. They're also incredibly expensive and in limited supply.
