There was a case in the 70s or 80s where some spic group sued Texas schools for not allowing their anchor spawn to attend, and the supreme court ruled that "subject to the jurisdiction thereof" apparently means any asshole currently in the US, therefore public services cannot be refused for anyone regardless of citizenship. As for the legal implications, you probably open yourself up to lawsuits based on this retarded precedent, which SHOULD be overturned but you're running a real risk with the current court, but the truth is that States could have been nullifying blatantly unconstitutional bullshit all along. The reason they don't is because it's tied to federal funding and they won't give up the fedbux, but a county can and should do this and you wouldn't have to deal with this shit.
