Relax, you fucking conspiracy nuts. This same artist has his work at the subway station at 14th Street and 8th Avenue for the past 20 years now where there is similarly themed sculpture.
The sculptist who made this (the one op posted, not the one you mention) once adopted a dog in golden, co, tied it to a steak in the ground and filmed himself killing it with a gun. He played the scene to audiences in NY in 1978, on repeat and he snapped photos every time the unsusupecting audience gasped that particular scene.
What did he do with the pictures? We dont know. But we do know hes a jew into torture and has received art contracts from San Francisco to New York, not based on how mediocre his crap is, but because hes simply a sick jew who gets rewarded for being a sick jew by other sick jews.
