Currently, Ukraine is getting a significant percentage of their new cannon fodder by "acts of democracy". Groups of soldiers surround and capture men on the street, and effectively kidnap them into the military.

Russia does have the momentum though, and some Ukrainian forces are starting to wonder if dying in a frozen trench is really their best option in life.
