That's not what the article said.

Some Canadian dumbfuck called someone or some group a bunch of groomers because they dress up like demon women and read fairy tales to kids.

The person, or group, sued for defamation. The dumbfuck Canadian filed an anti-SLAPP motion to have the case dismissed. The court rejected the motion because calling people groomers isn't "a public interest" and therfore not covered by anti-SLAPP legislation.

The motion wasn't appropriate. The case moves on. Calling people groomers was not made illegal by any courts.
