Funny enough, we have a similar situation here in Montreal. A few years ago, the government decided that we needed to revamp our train system because it wasn't reliable enough and didn't serve certain communities. As a result, they are working on a new light-rail system copied from the one in Ottawa.
Here is the problem: the Ottawa system was constantly paralyzed as a result of cold weather. Their climate is identical to ours to a point that a weather report for that city on any given day is usually the same as the one we would get. Logic would dictate that if the system is inappropriate for them, it should be inappropriate for us as well. Such things, however, don't matter for our leaders.
The train was recently inaugurated. On the first day, it already had problems and the mildly cold weather is already causing issues. Anyone relying on it during the day where it is -20c or -30c is not going to get to work.
