I have a plan. Some of them want to be apart from us. At least they think so. A lot of times accomplishing hard things is about finding the smoothest incremental path.

So you sell the muds on a symmetric idea to at first soft separate. Then you eventually get what you want with no wars being fought. You set up exclusion zones, small at first, on both sides. Really just two trial towns. The rule is that if you are the other race you have to register to go in and have to pay at first a modest tax for every second spent in the exclusion zone. It can get steep later. Something like $10/hr to start. You could actually go smaller for the sake of incrementalism. But $10/hr is the point where you are actually doing something.

Then all you need to do from there is ramp up your parameters. Grow the exclusion zones, and up the tax. When towns see that they work they will vote to become one. Even if this somehow stalled out at only covering 1/3rd of America it's a better situation then we have projected for ourselves currently. And it's a parallel solution with anything else you want to do. Even if you want to do something else setting up these two towns costs nothing.

Setting up the initial towns is then the hardest part in the chain, so then you just need to find the easiest incremental steps to make that happen. It's all about structuring incentives in a way that they happen the easiest way possible.

The difference between people who can do hard things and people who can't is the difference in being able to find how to do hard things easily. Nothing is actually done but what is easy.
