Assume it's strong enough to need to be cut. Tie 30 feet of line to each end of a wire saw. Throw one end over the trick with a weight and you can saw away.

Then dig a pit in the inspection path and cover it with sticks and leaves.

There aren't places to dig pits (nor are there many accessible sticks) lying around in Manhattan. One would have to haul the wire away.
