Mormon here. I first heard of this in my late 20s when a bunch of coworkers were asking me about it. I have no idea if it happens at all, but if it does I'd imagine it's a generational Utah Mormon teenager trying to figure out how to best break the rules. There's no way any sane adult wouldn't consider this a sexual sin, and I assure you it'd be treated as such.
