I've heard that sound many times in a steel mill and it's a blast furnace bleeder valve...on pipeline projects the same sound comes from the purging of contents at a sub-station or pumping station....obviously there's no steel mill in the area, is there a pipeline nearby?

I knew it was some kind of a tube with gas coming out of it. It sounds like one of those tube toys that you swing around in the air.

I feel like some of these videos are people filming nothing in particular, asking what that sound is, while that sound gets edited in and thrown on the Internet for people to ooooh and aaah over.
