I can see how this happens. Lots of wood construction, lots of shanties, high winds, dry. I also believe the government is totally capable of botching a response without it being part of a plan.
Yes the main thing about this is the government can't control the wind. But I mean if you set a fire in the right conditions and don't stop it, you can take advantage. Given the wind, any kind of spark could've done it by any kind of motivated individual or by accident. Starting a fire is sure an effective way to destroy stuff, if extremely untargeted.
Really, you have to look at what was done in response.
