Probably a Masshole or New Yorker.

That being said, one good tropical storm/hurricane would’ve done the same thing. I’m assuming that’s the end of N Clearwater/Caladesi, which the sandbar comes and goes that links the two (minus the dredged ICW channel going out into the gulf).

The bill from the city/county for the heavy equipment to be trucked out there and to fill it with sand will be substantial.

This less aids intensive link says it a normal occurrence & it's just water stuck upstream that would've made its own way back to the sea eventually.

I've seen videos of this done before, usually by surfers that then try to surf a standing wave from the resulting water flow.
