Ukraine has been lowkey been using them since 2014. Just not supplied from the US until now. This does push the needle a bit further unfortunately. NATO keeps pushing it ever closer to the edge

What war crime? There is no international law declaring their use a war crime. There is a treaty that some countries have signed to forego their use. The United States and Russia are not part of that treaty.

The concern with cluster bombs is that they release a lot of small bombs, and some percentage will not explode, and civilians can later encounter them and they might explode. But that is also true for landmines, and both sides have been using them heavily. Even a regular shell can be a dud and explode later.

Did you know that Russia has been using them all along?

The Russian took some territories, planted mines and told the Ukrainians to stay away. If Ukrainians soldiers decide to go there, they blow themselves up.

Cluster bombs are dropped over your head while you are resting somewhere, some of them explode, others become little landmines dispersed at random places all over the area. That's the difference.

As far as landmines are concerned, each side is Suppose To have documents tracking where every landmine they placed is. That way they can remove them at the end of the war.

Problem is, this is war and documents are lost, incomplete, never accomplished, etc.

At least in theory though, placed landmines have a known location, cluster bombs don't. Also, landmines can be used defensively.
